Public consultations for the selection of single capacity booking platform at Polish-German border

Following the announcement of the Agency for the Cooperation of Energy Regulators (the Agency), the Gas Transmission System Operator GAZ-SYSTEM S.A. invites third parties to submit their views with respect to the proceeding re-opened by the Agency to decide on the single capacity booking platform(s) to be used at the border between Germany and Poland, at the “Mallnow" physical interconnection point (“Mallnow IP") and at the “GCP GAZ-SYSTEM/ONTRAS" virtual interconnection point (“GCP VIP").

On the 19 April 2018, the National Regulatory Authorities of Germany and Poland referred the selection of a single web-based booking platform for the booking of bundled gas transmission capacity on the border between Germany and Poland to the Agency. The Agency decided that the platform to carry out the auctions at the above-mentioned interconnection points for a period of no longer than three years shall be GSA Platform. On 14 February 2019, following an appeal from the Agency’s decision the Board of Appeal of the Agency annulled this decision.

In accordance with Article 37(3) of Commission Regulation (EU) 2017/459 of 16 March 2017 and in accordance with the procedural provisions of Article 8(1) of Regulation (EC) No 713/2009, the Agency will adopt a new decision by 14 August 2019,

With the consultation, the Agency is asking for input on the following three aspects:

1.          Legal requirements (confirmation);

2.          Governance;

3.          IT requirements (self-assessment and case study).



Stakeholders are invited to submit their observations to ACER until 30 April 2019, 23:59 hours (CET) to bookingplatform@acer.europa.eu
