ABOUT GSA PLATFORM

What is the GSA Platform?
The GSA Platform is a booking and transaction platform enabling, among other things, capacity booking, capacity trading on the secondary market, Regasification capacity trading on the LNG secondary market, and the execution of other processes related to the management of capacity made available by Transmission System Operators (TSOs) and LNG Terminal Operators (LNGTOs).
What services are available on the GSA Platform?
The GSA Platform enables, among other things:

• participation in capacity auctions;
• capacity conversion of selected capacity products;
• surrender of allocated capacity;
• capacity trading on the secondary market;
• regasification capacity trading on the LNG secondary market;
• submission of FCFS requests for capacity on the primary market in accordance with the requirements of the relevant Operators;
• participation in market demand assessments.
Is the GSA Platform a party to transactions concluded between Market Participants?
No. The GSA Platform is used solely to conduct booking and transaction processes. The conclusion, performance, settlements, amendments and termination of agreements are carried out outside the GSA Platform in accordance with the rules established by the relevant Operators.
Are there any fees for using the GSA Platform?
No. The use of the GSA Platform by Market Participants and Platform Users is free of charge. Access to data and the use of the REST API interface for data exchange are also provided free of charge.


REGISTRATION AND USER ACCOUNT

How do I register a new organisation on the GSA Platform?
The first Platform User representing an organisation should register an account using the registration form available at:  https://gsaplatform.eu/signup/shipper.

During the registration process, the following documents must be attached:

• a Power of Attorney for registration on the GSA Platform (available in the
Documents section),
• a current extract from the relevant commercial register.

Following successful verification of the submitted documents, the account will be activated by the GSA Platform team. The Platform User will receive two e-mail notifications: 

• confirmation of account activation,
• a link to create a password.

Upon activation, the first Platform User of the organisation will be granted the role of Organisation Administrator (OA).
How can I obtain the Organisation Administrator (OA) role?
The Organisation Administrator role is assigned to the first Platform User registering an organisation on the GSA Platform. The Organisation Administrator is authorised to grant and revoke the Organisation Administrator role for other active Platform Users within the same organisation.

If the account of the existing Organisation Administrator has been deactivated and a new Organisation Administrator must be appointed, a completed and signed Power of Attorney for the Organisation Administrator must be submitted. The template of this PoA is available in:

Can the Organisation Administrator block user accounts?
Yes. The Organisation Administrator is authorised to manage Platform Users within their organisation, including:

• approving accounts for new Platform Users,
• granting and revoking permissions,
• blocking and unblocking user accounts,
• deleting user accounts,
• establishing contractual cooperation between Operators and Market Participants.
How can a new user join an organisation registered on the GSA Platform?
Additional users within an existing organisation may create their own account on the GSA Platform. During Registration, the user must provide the EIC code of the organisation they wish to join. Based on this information, the account will be automatically linked to the relevant organisation.

Once the Registration process is completed, the account requires approval by the Organisation Administrator and subsequent activation by the GSA Operator. After activation, the user will receive two e-mails: one confirming account activation and another containing a link to create a password.
Does every user within an organisation need to submit registration documents?
No. Registration documents are required only when registering the first Platform User of a Market Participant.
How long does document verification take?
The GSA Platform team verifies the accuracy and completeness of the submitted documents within three (3) Business Days of their receipt.
Why is my account pending activation after Registration?
If you are the first Platform User registering an organisation, your account is awaiting document verification and activation by the GSA Platform Team. 

If you are joining an organisation that is already registered on the GSA Platform, your account must first be approved by the Organisation Administrator and then activated by the GSA Platform Team.
How can I regain access to my account if I have forgotten my password?
If you do not remember your password, use the "Forgot your password?" option available on the login page. After selecting this option, you will receive an e-mail with a link that allows you to set a new password. Once the password has been changed, you can log in using your login and newly created password. If you do not receive the message, please also check your Spam folder.
My account has been automatically blocked. What does this mean?
If your account has been automatically blocked following 30 days of inactivity, please send a request to unblock the account to aukcje@gsaplatform.eu

The request should be sent from the e-mail address assigned to the account on the GSA Platform.
I cannot log in to the GSA Platform. What should I do?
The most common reasons are an incorrect login or password, a blocked account, or an account that has not yet been activated. 

If your account has been automatically blocked (accounts are automatically blocked after 30 days without logging in) or if you are unsure whether your account has been activated, please contact us at aukcje@gsaplatform.eu for assistance or account unblocking.
What should I do if the system does not accept my password?
Please check whether the password has been entered correctly and whether the Caps Lock key is enabled. 

If necessary, use the "Forgot your password?" function available on the login page.
I do not remember my login. What should I do?
Please contact your Organisation Administrator or send a message to aukcje@gsaplatform.eu

The request should be sent from the e-mail address assigned to the account on the GSA Platform.


AUCTIONS

Who can participate in Capacity Auctions on the GSA Platform?
To participate in capacity auctions on the GSA Platform, a Platform User must have an active account and obtain permissions to take part in auctions from the relevant Transmission System Operator (TSO) offering capacity in a given auction. Its organisation must be connected with this TSO on GSA Platform.

The identity of Shippers and their offers remain confidential and are not visible to other Platform Users.
Are any additional documents required to participate in TSO Auctions?
Each TSO determines the requirements that must be fulfilled in order to participate in its capacity auctions. Relevant documents are published in Documents → Operators' Documentshttps://gsaplatform.eu/files/downloads

Who grants permissions to participate in Auctions?
Permissions to participate in auctions are granted by the relevant TSO. 

If you do not have the required permissions, please contact the relevant TSO directly.
How can I check whether I have permissions to participate in Auctions?
Information about your permissions is available after logging in to the GSA Platform. 

To view your permissions, click your login name in the upper-right corner of the screen and select "My Privileges".
What types of Auctions are available on the GSA Platform?
The GSA Platform uses two main auction algorithms:

Ascending Clock Auction for yearly, quarterly and monthly capacity products. In these auctions, capacity is offered through consecutive bidding rounds and the auction premium increases until demand no longer exceeds the available capacity.

Uniform Price Auction for daily and within-day capacity products. In these auctions, Shippers submit offers indicating both the amount of capacity and the price they are willing to pay. Capacity is allocated starting with the highest-priced offers. The settlement price for all auction participants is the price of the lowest bid that was taken into account in the auction result.
How does an Auction work?
For yearly, quarterly and monthly capacity products, bidding rounds start at 09:00 and continue until 18:00. The first bidding round lasts three (3) hours, while each subsequent round lasts one (1) hour. A one-hour break takes place between consecutive bidding rounds.

For daily and within-day capacity products, the Uniform Price Auction algorithm applies. The auction consists of a single bidding round lasting thirty (30) minutes.

If capacity remains unallocated after an auction, the TSO may offer it again in an auction for a shorter-term capacity product.
What is Comfort Bidding?
Comfort Bidding is a functionality designed to support participation in auctions. 

It allows a Platform User to define auction parameters before the auction starts. The GSA Platform then automatically submits offers in accordance with the settings specified by the user. 

The offers submitted through Comfort Bidding are binding on the Shipper.
How many Offers can I submit in a Uniform Price Auction?
A Platform User may submit up to ten (10) Offers in a single Uniform Price Auction. Each offer is treated independently.
Can an Offer be modified or withdrawn?
Yes. An offer may be submitted, modified or withdrawn at any time before the relevant bidding round closes. 

Once a bidding round has ended, the offer can no longer be modified or withdrawn.
Why can't I submit an Offer in a Bundled Capacity Auction?
To participate in an auction offering Bundled Capacity, the Shipper must be approved by all TSOs involved in the relevant Interconnection Point. 

If approval has not been granted by all applicable TSOs, it will not be possible to submit an offer in the auction.
How can I check whether my organisation is linked to a TSO?
The Organisation Administrator can verify the status of relationships with TSOs in the "My contractual relations" section. The menu can be accessed by clicking the user login in the upper-right corner of the screen.
How can I check the results of an Auction in which I participated?
After the auction has been completed, you will receive an e-mail notification containing the auction results and information about the capacity allocated to your organisation. You can also view auction results on the GSA Platform under: Auctions → Auctions list → Past. 

Search results may be narrowed using filters such as My company auctions or My successful auctions.
I cannot find the Auction in which I want to participate on the list of active Auctions. What should I do?
Please make sure that no filters are applied on the auction list. If the auction is still not visible, contact the relevant TSOs for further information.
The Auction I want to participate in is published as unbundled. Why?
Most likely, the TSO responsible for the auction has not yet provided all information required to publish it as a Bundled Capacity Auction involving another TSO. To clarify the situation, please contact the TSO responsible for the auction concerned.


SECONDARY MARKET

Who can use the Secondary Market?
Only users that have got secondary market privileges granted by the relevant TSO, may use its functionalities.
What types of Capacity resale offers are available on the Secondary Market?
The Seller may choose one of the following procedures:

• OTC (Over-the-Counter) –an offer addressed to a single Buyer designated when the offer is created. The Buyer may only accept or reject the offer in its entirety and cannot modify its terms. 
FCFS (First Come, First Served) – an offer addressed to selected Shippers or all eligible Secondary Market participants. The first Buyer who accepts the whole offer is able to conclude the transaction and the offer is closed to other participants. 
CFO (Call for Orders) – an offer that allows interested buyers to submit counteroffers specifying the amount of Capacity, Capacity product and price. At the end of the process, the seller may choose one or more counteroffers or decide not to conclude a transaction.
What types of Capacity purchase offers are available on the Secondary Market?
The buyer may publish:

FCFS (First Come, First Served) –the buyer publishes a request to purchase Capacity. The first seller who accepts the offer may conclude the transaction, causing the offer to be closed to other users. 
CFO (Call for Orders) – sellers may submit counteroffers specifying the amount of Capacity, Capacity product and price. After the offer expires or is closed, the buyer may select one or more counteroffers or decide not to conclude a transaction. 
By when must a Secondary Market transaction be concluded?
A transaction must be concluded sufficiently in advance for the Buyer to use the purchased Capacity:

• for yearly, quarterly and monthly Capacity products: by 10:00 UTC, two (2) Business Days before the start of the Capacity product,
• for daily Capacity products: by 10:00 UTC, one (1) Business Day before the start of the Capacity product.

Can I sell all or only part of my Capacity?
Yes. You may resell all or part of your Capacity, provided that the parameters of the offered Capacity product do not exceed the parameters of the Capacity to which you are entitled.

If the Capacity was originally allocated through an Auction with an auction premium, the premium amount should be included in your offer.
Can I add a new Entry Point or Exit Point to the Secondary Market?
Yes. A Shipper may add a new Entry Point or Exit Point for a Secondary Market transaction. However, the addition must be approved by the relevant TSO.
I cannot purchase Capacity on the Secondary Market.
To purchase Capacity on the Secondary Market, a Shipper must have the required permissions and its organisation must be connected with the relevant TSO. Some offers may also be available only to specific Market Participants selected by the Seller.

If you cannot use a particular offer, this may result from restrictions defined by the Seller or from missing privileges. To check them, click your login name in the upper-right corner of the screen and select My privileges.
I cannot see any available Secondary Market offers.
Only active offers available to a given user are displayed on the offer list. If no offers are visible, it may mean that:

• you do not have privileges to participate in the Secondary Market,
• there are currently no active offers for the Network Points available to you,
• the offers have been addressed only to selected Market Participants,
• the offers are still awaiting approval by the relevant TSO.
Why is my offer not visible to other Market Participants?
Every Capacity resale or purchase offer must be approved by the relevant TSO before it can be published. Only after receiving the required approval is the offer placed on the list of active offers.

In addition, an offer may be addressed only to specific Market Participants selected by the Seller or Buyer when creating the offer. In such cases, the offer will not be visible to all users of the GSA Platform.

Who should I contact regarding permission-related issues on the GSA Platform?
The permissions available to a user depend on the functionality concerned and on the Operator responsible for granting the relevant approval. 

If you experience issues accessing services, auctions or the Secondary Market, you should first verify your approval status with the relevant Operator.
