GAZ-SYSTEM S.A. presented its capacity auction
platform during the 16th meeting of the GAS REGIONAL INITIATIVE – SOUTH
SOUTH-EAST, which was held in Warsaw on 27 May 2014.
In preparing to implement the requirements of the
European Network Code on Capacity Allocation Mechanisms (NC CAM),
GAZ-SYSTEM S.A. has accepted an auction mechanism in its Transmission
Network Code as the main, transparent and objective method of allocating
capacity at points of interconnect.
GAZ-SYSTEM S.A. has successfully conducted more than
60 auctions of quarterly and monthly products since November 2013. The
auctions to date were conducted through the Information Interchange
System (IIS), which has almost 500 registered users.
The new requirements introduced by the NC CAM and
the lack of cost-effective solutions on the market were among the
reasons for GAZ-SYSTEM S.A. developing the IT solutions used to date.
Therefore, the existing IT solution was adapted at the beginning of June 2014 to be able to:
• offer capacity-related auctions (in two adjacent systems),
• offer capacity auctions to other European transmission system operators,
Development
work is being conducted in parallel to ensure full compliance of the
auction platform with the requirements of NC CAM by the end of 2014.
The GAZ-SYSTEM S.A. platform is a solution addressed
to European transmission network operators, who, in accordance with the
NC CAM, should choose which capacity allocation tools they will want to
use from 1 November 2015.
GAZ-SYSTEM S.A. is currently holding negotiations on
conducting cost-free pilot capacity allocation projects jointly with
other Operators.
